How We Got Here

1983

Changing Times

Telephone Service
Changing Times Telephone Service is founded in Oil City, PA. The company installs residential and business phone systems, runs cable, and supports commercial communication infrastructure across Western Pennsylvania. The work is hands-on and field-based from day one.

Late 1990s

Shift to Underground Utility Work
Demand grows for underground cable installation and related field services. The company moves heavily into trenching, plowing, repairing damaged lines, and providing temporary traffic control for utility crews. Underground work and jobsite support become the core of what the team does.

1999

CT Utility

Service Inc.

The telecommunications side of the business is sold. The company is restructured and renamed CT Utility Service Inc., aligning the brand with the work already happening in the field. Focus centers on underground cable installation, small-scale excavation, conduit installation, and temporary traffic control.

2000s–Today

Traffic Control &

Utility Support
CT Utilities continues to build its reputation as a reliable partner for utility, telecom, municipal, and contractor projects. The company sharpens its focus on traffic control, work-zone support, and targeted utility services that keep jobs safe and on schedule. Crews across Northwest Pennsylvania rely on CT Utilities for consistent, no-nonsense support.

OUR STORY

In 1983, Jeff Heeter started Changing Times Telephone Service.  Located at 1777 State Route 157, Oil City, PA, the primary service was installation of residential and business telephone extensions. As his business started to grow, Jeff hired on additional installers.  They sold multi-line commercial phone systems to many local businesses and businesses as far away as Morgantown, WV.  In 1999 Changing Times was awarded a contract to install underground telephone cable to homes and businesses, this included repairing cut or damaged cables and temporary traffic control.  Jeff sold the Changing Times Telephone Service part of the business and changed the company’s name to CT Utility Service Inc. The company continues to do underground excavation and temporary traffic control.
